ISPM 15 Wood Packaging Checks for Noodle Imports

Check plywood decks, support blocks and loose wood separately before accepting a noodle shipment's transport-packaging description.

A packing proposal says “plywood pallet,” but the photograph shows wooden supports underneath. Before a noodle shipment is booked, which material description should the importer rely on? Start with a component list: the top panel alone cannot establish what the whole assembly contains.
This matters even after you have chosen a loading method. Noncompliant wood packaging can prevent entry into the United States, according to USDA APHIS import guidance. The review below focuses on material identification, using U.S. and Canadian guidance; destination requirements still need checking for the actual route.

Does “plywood” describe every part?

ISPM 15 addresses pest risks associated with raw-wood transport packaging, including dunnage: material used to support or secure cargo. It excludes appropriately processed wood packaging such as plywood. That distinction makes the construction details relevant.
Canada's wood-packaging import guidance expressly identifies packaging made entirely from manufactured materials, including plywood, as exempt. Our practical interpretation: a plywood deck with solid-wood support blocks should not be accepted as wholly manufactured packaging merely because the quotation calls it a plywood pallet. Confirm the supports and have the mixed assembly assessed against the destination rules.
A component description from the packaging provider is more useful here than a photograph of the upper surface alone.

Link the answers to the proposed packing version. For cartons of Egg Noodle, identify the product separately from its transport packaging; the retail pouch does not identify the pallet material.
Consider a hypothetical proposal: plywood panels, solid-wood runners and separate timber braces. Record three components, not one “plywood” line. The panels do not establish the status of the runners, and the braces need their own review. This example describes no actual Noodle House shipment.

Include wood added after the pallet is selected

Ask the packer whether loose blocking or bracing will be added when the cartons are secured. ISPM 15 includes dunnage, so a decision about the pallet alone does not settle the status of separate wood used elsewhere in the load.

What should the U.S. review cover?

For regulated wood packaging, APHIS identifies treatment, debarking, pest condition and the ISPM 15 mark as import considerations. It advises buyers to use accredited providers, check the exporting country's national plant protection organization certification and arrange inspection for pest signs before use.
Ask the responsible packaging provider and importer to confirm these points for the actual assembly and loose wood. Keep provider identification, the material description and available mark photographs together. A mark photograph alone does not establish the condition of every component. ISPM 15 also explains that its measures do not provide continuing protection against later pest contamination.

Send the unresolved material question with the order

For a wholesale noodle order, send the SKU list, destination and proposed transport-packaging component list through the contact page. Identify any unknown supports or braces so the relevant packaging and logistics parties can resolve them before packing.
